Licenses (Raffles, Liquor, Peddlers, Distributors and Canvassers’ License, and Taxi/Limousine Service)
NOTE: Birth/Death/Marriage Certificates and Dog Licenses are handled through the Health Department at 204 Hillside Avenue, Livingston, NJ 07039.

Park & Ride/ Shuttle Service
Free parking is available in the Southwest area of the parking lot at the Livingston Mall for anyone interested in taking NJ Transit from the bus stop there.  Free parking is also available in the Southeast corner of the Mall parking lot (Lot #18, near the Walnut Street entrance) for anyone interested in taking the Express Shuttle from there to the South Orange Train Station. Essex County Outreach
The Essex County Clerk comes to Livingston once each month, usually the third Monday of the month.  When here, the Essex County Clerk’s office processes passport applications and administers the official oath for those any individual who meets the criteria and wants to become a Notary Public. Please note: Visit days can be subject to change at times; please call 973-992-5000 ext: #5404 to confirm.

A. Notary Public

Notary Services are available through the Township Clerk’s office at Town Hall for a fee of $2.50/page. You must show identification in order to receive Notary Services.
All documents to be notarized must be signed in front of the Notary.
Therefore, do not sign your documents in advance.

B. Passports

The Essex County Clerk’s office typically visits the Livingston Public Library on the 2nd Saturday of each month, and Livingston Town Hall on the 3rd Monday of each month. These visits are for Passports and Notary Oaths.  **Please note that NO Senior or County IDs will be issued on site.**

However, schedules can be affected by holidays or other events. Please check the Township Calendar online, or the Essex County Clerk’s website, or call the Essex County Clerk at 973-621-4921 to confirm.

It may take up to 6 weeks to actually receive your passport from the U.S. Department of State. We can fax fee information to you regarding passports, along with information regarding children’s passports:  who is required to be present, fees, requirements, etc.  The Essex County Clerk’s website has three links:
